U.S. Senior Advisor for Africa Visits Mutobo Demobilisation Centre
Musanze, 09 April 2025 – On 09 April 2025, the United States Senior Advisor for Africa, Mr Massad Boulos, accompanied by his delegation, paid a visit to the Mutobo Demobilisation Centre, located in Rwanda’s Musanze District. The delegation was warmly received by the Honourable Nyirahabineza Valérie, Chairperson of the Rwanda Demobilisation and Reintegration Commission (RDRC), along with other senior officials.
During the visit, Mr Boulos was given a detailed presentation on Rwanda’s inclusive reintegration approach, which provides structured support to ex-combatants, including those returning from armed groups such as the FDLR militia operating in the eastern Democratic Republic of Congo.
A particularly moving moment occurred when Mr Boulos interacted with beneficiaries from the 74th phase—former FDLR combatants—listening to their powerful testimonies. He commended Rwanda’s remarkable efforts in demobilisation and rehabilitation.
The Honourable Nyirahabineza reaffirmed Rwanda’s unwavering commitment to peace and regional stability, highlighting the Government’s open-door programme towards individuals choosing to abandon armed groups, as well as Rwanda’s leadership role in the demobilisation and reintegration process.
