Musanze Hosts Consultative Meeting on Ex-Combatants Welfare and Voluntary Repatriation from DRC

Musanze, Rwanda | 02 April 2026 – Leaders, ex combatants, private sector representatives, religious leaders and community stakeholders gathered in Musanze District for a high-level consultative meeting aimed at improving the welfare of ex combatants and encouraging the voluntary return of Rwandans still in armed groups operating in the eastern Democratic Republic of Congo (DRC).

The meeting was chaired by Musanze District Mayor Claudien Nsengimana and attended by senior officials from the Rwanda Demobilisation and Reintegration Commission (RDRC), including Vice Chairperson Maj. Gen. (Rtd) Jacques Nziza and Commissioner Jacqueline Muhongayire. Also present was the Regional Reserve Force Commander in Rwanda’s Northern Province, Lt Col Kamali Charles.

Participants focused on practical strategies to improve livelihoods for former combatants, strengthen reintegration programmes, and mobilise communities to support the peaceful repatriation of those still living in the jungles of eastern DRC.

Addressing the gathering, Maj. Gen. (Rtd) Jacques Nziza thanked Musanze District for organising the dialogue and expressed confidence that the discussions would yield concrete outcomes. He stressed the importance of national unity as the cornerstone of peace and stability.

“Rwandan dignity is not defined by status or possessions, but by our shared identity. Ndi Umunyarwanda must remain the foundation of our unity,” he said.

He also warned against the spread of genocide ideology and extremism linked to the FDLR, saying vigilance remains essential.

“We must remain vigilant to ensure genocide ideology, still present in eastern DRC within FDLR, finds no space in Rwanda. United, we stand strong against any threat,” he noted.

Maj. Gen. (Rtd) Nziza called on all Rwandans to take responsibility in encouraging compatriots still in armed groups to return home peacefully.

“Encouraging our fellow Rwandans in DRC to return home is a shared duty. National security starts with collective action and solidarity,” he said.

On the reintegration of returnees, he urged communities to reject discrimination and embrace inclusion.

“We must not marginalise returnees from armed groups in DRC. Let us support them, understand their lives, and ensure no one goes hungry. Compassion and unity define us as Rwandans,” he added.

Mayor Claudien Nsengimana reaffirmed that former combatants have equal access to national development programmes and civic participation.

“All ex-combatants benefit from government programmes like any Rwandan. Let us engage them in Umuganda, citizens’ forums and decision-making,” he said.

Meanwhile, Commissioner Jacqueline Muhongayire called on citizens to observe the upcoming 32nd Commemoration of the 1994 Genocide against the Tutsi with dignity and empathy.

“Join the 32nd commemoration of the Genocide against the Tutsi with respect and responsibility. Avoid words that may hurt survivors,” she urged.

Participants concluded by recommending continuous dialogue, regular follow-up on reintegration progress, and stronger partnerships to improve livelihoods for former combatants while advancing peace and security in the region.
