Military Attachés Praise Rwanda’s Reintegration Programme for Ex-Combatants

Musanze, Rwanda — Twenty Defence Attachés from 17 countries visited the Mutobo Demobilisation and Reintegration Centre on 28 November, gaining first-hand insight into Rwanda’s approach to helping ex-combatants rebuild their lives.

The diplomats—representing nations including the United States, China, France, Japan, the United Kingdom, Germany, Tanzania, Angola and others—were briefed on Rwanda’s reintegration model and interacted directly with former fighters who returned from armed groups in eastern DRC.

RDRC Chairperson Hon. Valérie Nyirahabineza welcomed the delegation, emphasising the importance of sharing factual information about the continued threat posed by the FDLR.
“I am pleased they have heard the truth directly from those who lived it,” she noted.

Speaking on behalf of the visitors, Lt. Col. Jessica Borowicz, U.S. Defence Attaché, described the tour as “incredible, insightful, and eye-opening,” praising Rwanda’s commitment to peace and rehabilitation.

The attachés also met former combatants, including Lt. Col. (Rtd) Emelien Mpakaniye, who encouraged others still in the forests of eastern DRC to follow his path homeward.
“Lay down your arms and return. Rwanda welcomes you, and together we can build our country,” he said.
