Ambassador of Switzerland Visits Mutobo Demobilisation Centre

MUSANZE, Rwanda – 29 May 2026 — An international delegation comprising the Ambassador of Switzerland to Rwanda, H.E. Gilles Cerutti, the Deputy Chargé d’Affaires of the United States Embassy, and representatives from the Embassy of the Netherlands visited the Mutobo Demobilisation Centre on Friday to gain first-hand insight into Rwanda’s demobilisation, rehabilitation and reintegration programme for former armed group members.

The visit offered diplomats an opportunity to observe Rwanda’s approach to peacebuilding through the reception, rehabilitation and reintegration of former combatants returning from armed groups operating in the eastern Democratic Republic of Congo (DRC).

Located in Northern Rwanda, Mutobo Demobilisation Centre serves as a key facility under the Rwanda Demobilisation and Reintegration Commission (RDRC), providing support to former combatants as they transition from armed conflict to civilian life.

The delegation was welcomed by senior RDRC officials led by Chairperson Valerie Nyirahabineza, accompanied by Vice Chairperson Maj Gen (Rtd) Jacques Nziza and Commissioner Dancille Nyirarugero.

During the visit, the diplomats toured the centre and learned about programmes designed to help former combatants rebuild their lives through psychosocial support, civic education, vocational skills development and reintegration preparation.

A significant part of the engagement focused on testimonies from former armed group members who chose to abandon violence and return peacefully to Rwanda. The delegation also interacted with recently repatriated returnees, who shared their personal experiences and motivations for leaving armed movements.

Former combatants described difficult conditions inside armed groups operating in eastern DRC and recounted experiences of violence affecting civilian populations. Some returnees also spoke about the activities and intentions of the FDLR militia, including criminal acts relating to insecurity in the region and hostile actions directed toward Rwanda.

According to officials, the testimonies underscored the importance of demobilisation and reintegration initiatives in promoting peace, reconciliation and long-term stability in the Great Lakes region.

The visit highlighted continued international interest in Rwanda’s efforts to support former combatants in restoring dignity, embracing reconciliation and building productive civilian lives after conflict.
